Draft: fixup! Bug 27476: Implement about:torconnect captive portal within Tor Browser

This change delays the creation of the torlauncher-protocol-service (which triggers init'ing of the nsNSSComponent) until after the profile has been created. See comment in BrowserGlue.jsm for details.
