Bug 40793: moved Tor configuration options from old-configure.in to moz.configure

Closed Pier Angelo Vendrame requested to merge pierov/tor-browser:bug_40793 into tor-browser-91.5.0esr-11.5-1

This is needed especially in geckoview, because an if not CONFIG["TOR_BROWSER_VERSION"] did not work as intended.

Also, Mozilla is phasing out old-configure.in.

Fixes #40793 (closed).
