Bug 41030: Follow-up on the proxy/firewall modal height

Pier Angelo Vendrame requested to merge pierov/tor-browser:bug_41030_height into tor-browser-91.10.0esr-11.5-1

If the checkbox labels break line, buttons on the proxy/firewall modal could be partially hidden.

So, I've added a certain minimum height to that modal, to allow at least 2/3 line breaks (I think in all locales).
