Bug 40926: Moved New Identity to tor-browser.git

Moved the New Identity to tor-browser.git.

Fixes also the l10n of Security Level, but we still miss the tor-browser-build part to keep both localized (and in turn we need to modify the backend that fetches from Transifex, first).
