fixup! Bug 41125: MOZ_PROXY_BYPASS_PROTECTION and network.proxy.allow_bypass

based on the review from mozilla at https://bugzilla.mozilla.org/show_bug.cgi?id=1791689 I'm adjusting how this fix works. Also we'll be able to drop the StaticPref.yaml part as it's been uplifted to mozilla
