Bug 41417: Always prompt users to restart after changing language

This is a temporary patch that we need until we switch our strings to Fluent. The reason is that we currently set strings when we populate our XUL content.

We should rework the whole mechanism, which is not worth it, since we want to switch to Fluent, that will handle everything automatically.

I could also add it as a squash to bfb178e2 but maybe we won't need this for 12.5 already, I don't know about the other commit.
