Bug 41426: base-browser nightly fails to build for windows-i686

Added a 'dropme' commit since we're basically moving a deletion back to the base-browser build config. Tried a local autosquash rebase and everything went smoothly, so this strategy should make the next rebase simple enough.

I'm not sure if would instead like to put the deletion in a separate commit rather than fixing up the base-browser .mozconfig commit.
