Change Description

This patch is basically an ifdef version of https://phabricator.services.mozilla.com/D147268.

I've added a comment to ask if Moz would accept a version that adds a configuration option, instead.

If they say they will, I'll change the ifdef with one controlled by the configuration options, until then I think we could simply keep this #ifdef.
