Change Description

#40788 (closed) has stayed open for a while.

The truth is that I didn't want to close it, knowing that there was still a RemoteSettings instance in our code, but we should deal with all of them in #40569.

So, for now, I've replaced this instance with a fetch of the JSON file we provide in omni.ja.
