Change Description

Verified all is already good in our browser builds (as this feature is also gated on private browsing mode) but explicitly disabling in case this ever comes out of nightly in the future and to keep it disabled in nightlies ( https://searchfox.org/mozilla-central/source/modules/libpref/init/StaticPrefList.yaml#10693 ).

How Tested

Tested manually with the pref in about:config, was able to gather webrtc history in Mullvad Browser by disabling private browsing mode and flipping on this pref, so keeping it false additionally prevents history gathering.
