Change Description

Fix the problem with Tails and the circuit display that didn't display circuits because the circuits were created before the browser was launched.

How Tested

1. Open a Tor Browser instance with a password:

TOR_CONTROL_PASSWD='"mysupersecret!"' ./start-tor-browser

2. Do some stuff to make sure circuits get opened
3. Open the patched browser to connect to the other one:

TOR_CONTROL_PASSWD='"mysupersecret!"' TOR_SKIP_LAUNCH=1 ./start-tor-browser

In the same way I tested also #42132 (closed), but I commented the #fetchCircuits I added in the previous comment to make the miss easier. Another way to test it is commenting the this.#circuits.set in the CIRC BUILT event.
