Change Description

Show the bookmarks toolbar on "about:tor" pages as well if browser.toolbars.bookmarks.visibility is set to the default "newtab".

Also an implementation note to AboutNewTabService, which came up when I was testing this area.

How Tested

Open "about:tor". Either as the home page or by setting "Tor Browser Home" as the New Tab in preferences. You should see the bookmarks toolbar appear for these pages and disappear for others.
