Change Description

Make sure weather and addons on the URL bar stay off. They're off already in 115, but we don't want them for the future in any case.

How Tested

These features were already disabled, so difficult to tell whether they're doing something. But they're still in the code, and explicitly disabling them doesn't hurt.
