Change Description

Tor browser counterpart to !826 (merged).

After bugzilla 1788273 we now want to use "bottomleft" rather than "bottomcenter" to align the popup. NOTE: I think the previous convention of "bottomcenter" came from when "arrow" panels were the norm.

How Tested

Open the tor circuit, panel should be aligned to the corner. Do the same with a right-to-left locale (using Browser Toolbox, Enable "bidi" locale).
