Change Description

How Tested

Click the "New Identity" toolbar button to bring up the dialog. Open the Browser Toolbox and inspect the window in the Accessibility tab. Should have a "dialog" at the top of the accessibility tab, with the accessible name "Reset your identity?" instead of "chrome:...".

Using a screen reader, the difference should be noticeable with NVDA. For Orca, I think there is already some correction logic in place, so difference isn't noticeable.
