Change Description

This is a series of changes originally made for !852 (merged) that apply also to desktop code.

They're easy enough, but since they change also desktop code, let's get them merged ASAP to have them tested as soon as possible.

How Tested

1. Made sure we still bootstrap
2. Made sure we don't have strange errors in the browser console
3. Checked the circuit display is still updated, and that the exit IP corresponds to the IP shown by sites like check.tpo and myip.wtf
4. Checked that delaying a change page with setTimeout(() => { location.href = "https://..." }, 10000) in a tab that isn't focused doesn't change the circuit display of the page that is focused. But check also that switching to that tab shows a different circuit (use two different FPDs for this test)
5. Check that domain fronted requests (e.g., request bridges to bridgedb) still works after this
