Change Description

Thorin noticed that when you set lt as your browser language, my is displayed before mk, which isn't consistent with the majority of the languages we support.

He suggests we keep the order stable across different languages, e.g., in case someone set the wrong language by mistake.

I've asked emmapeel and she confirms on other places we sort by language code but without localizing the order.

How Tested

Multi-locale dev builds are currently somehow broken in my setup (maybe I'm missing our translated fluent files somewhere, either in l10ncentral or in the tree, I don't remember where they need to be placed).

So, I extracted the latest alpha, I extracted browser/omni.ja, applied the patch also there, and restarted with the patched file.

Now mk is displayed before my also in lt.
