Change Description

While working on #42348 (closed), I realized that TorSettings.setSettings didn't handle proxy and firewall.

I think we should do it, since it's easy enough to do, and it might become useful for Android (even though it doesn't support these settings, yet, but fascist firewall would be an easy win).

How Tested

Crafted settings objects and called TorSettings.setSettings in the console, then verified the saved settings in about:preferences#connection.
