Merging

Change Description

Convert all of the Tor circuit strings to use Fluent instead.

Also updated our migrate.py script to better suit the way Weblate works.

How Tested

Checked the entry in the app "hamburger" menu. Checked the window menu item in "File".

Checked the new circuit toolbar button: during the customization, in the toolbar and in the toolbar overflow menu.

Checked the circuit panel for example.org, with and without using a bridge.

Checked the circuit panel for washingtonpost.securedrop.tor.onion, with and without using a bridge. And for the same normal ".onion" address.
