Merging

Change Description

Note, this is for base browser.

Migrated the new identity strings to Fluent.

Also change some strings to sentence case in en-US.

Also removed the hard-coded "Tor Browser", which is not appropriate in base-browser (e.g. for Mullvad Browser).

Also dropped "Restart %S now to reset your identity?" from the dialog body text since it was redundant given the dialog title and buttons.

How Tested

Checked new identity in application (hamburger) menu and the File menu.

Checked the new identity toolbar button: in the toolbar, in the toolbar overflow, and in toolbar customization.

Checked the new identity warning dialog.

Set a website as homepage, then checked the blocked homepage notification after reload.
