Merging

Change Description

The main reason for the update is add notifications to the Lox module for TorSettings and the UI to listen to.

We also do some light tidying and fixing in the module in some separate commits.

How Tested

I tested the various public methods using the UI and spoofing some lox.settings. values in about:config.

I was not able to test the #backgroundTasks and the methods it calls because they rely on responses from the Lox authority server. In particular, I could not test #changeCredentials in real usage, nor LoxTopics.UpdateEvents triggered by a an upgrade or blockage.
