Change Description

Note: this is a twin MR of mullvad-browser!114 (closed).

This MR moves the --disable-eme Firefox configuration option from the base-browser mozconfig to the mozconfigs of targets which support it. At the moment, these are all the desktop targets for which the Tor Browser is built. linux-arm (which is not built) and linux-aarch64 (which is a work in progress) do not support --disable-eme, so their mozconfigs must not contain this option. As discussed in issue #42501 (closed), when not supported, no --disable-eme option is equivalent to --disable-eme itself (i.e. EMEs are already disabled).

How Tested

grep -RI "browser/config/mozconfigs/tor-browser" # discover who uses the tor-browser mozconfig

Then added --disable-eme to every mozconfig that imports base-browser (except for mozconfig-linux-arm, which in any case is not built) and removed it from base-browser itself. I tested that this is equivalent to the current configuration by making a developer build of the Tor Browser for linux-86_64 and looking for the relevant entries in about:config.
