Change Description

Allow removing non-en-US locales from the alternative locales list. As far as I can tell, this just changes Services.locale.requestedLocales, so should be a safe operation. We don't allow removing en-US since it is always present as the defaultLocale.

The upstream bug has had no activity recently. I'll poke them again if we land this.

How Tested

Tested with a 3-locale build: adding, removing, and re-adding locales in the "Set Alternatives..." dialog.
