Fix image-orientation handling for border-image

Mostly a matter of applying "best practices" and then reading the value
from ComputedStyle rather than hard-coding it.

Tweak the fuzzy factors for the relevant WPT to allow some deviation
for interpolation. Four 10 pixel (==border width) wide bands spanning
2 pixels for a total of 80 pixels. Max diff. based on local results and
data from wpt.fyi.
