Fix new identity for 81

It seems the two elements torbutton tries to disable in new identity are not present because of https://bugzilla.mozilla.org/show_bug.cgi?id=1634030. I think instead of disabling these elements we can just keep track of whether a new identity is in progress and ignore subsequent new identity requests meanwhile.
