improve exit node country selection

Currently the exit node country selection shows all countries with a 2-digit country code, which doesn't reflect the actual tor network location-wise. As an improvement, we should only show contries with actual tor exit nodes. Open question: which API exists to fetch this country list? Circumvention API? onionoo?
