Disable access to circuit functionalities when disconnected

During the usability tests of Tor VPN 0.6.2 (tpo/ux/research#69 (closed)), P2 refreshed circuits despite note being connected to Tor yet.

Ideas

What about disabling or hiding the button the refresh all circuits and the per-app circuit view until we're connected?
