In order to enable the quick settings tile you need to swipe down from the top of the screen so that the notification area is visble. Swipe down a second time, so that all quick-settings tiles are visible. Find the little pencil, depending on the Android system it's at different places, sometimes at the top border sometimes at the bottom, and click it. Swipe down to the section of tiles that are not used. You will find "Toggle VPN" - move it up to the area of activated tiles.
