Make slides@tpo team, to collect and organize presentations and slides

ahf and I have hatched a plan to make a slides@tpo address, and encourage people to mail us their slides, with the underlying goal of collecting a set of past talks, with details like when, where, where the video is if any, etc.

I'm going to make the slides@tpo alias, which is the easy part.

Then the part for ahf is to write up some text on what in particular we want to hear from people, so we can tell folks that the alias exists, and point them to the repository of slides that we will collect.

We can put the instructions on the wiki to start, and after that we can work with ggus et al to find a home for them in the new websites.

And then ahf is also going to work on a sustainable, scalable, maintainable approach for how to store and visualize the collection of talk pointers.

See https://media.torproject.org/outreach-material/presentations/ for a version of this project in the past.

And I have 130 versions of slides sitting in my ~/public_html/ directory waiting to be sorted.

ahf, feel free to bring more people into this plan and/or delegate the above "ahf will" items.
