Evaluate the Discourse trust level to remove trusted contributors from the moderation queue

Last week @championquizzer and I discussed about exploring options in the Tor Forum to remove the moderation flag of new posts from users that are already part of the community. This is a ticket to investigate trust level and other options in Discourse.
