* **Non-Exit Relay:** It's NOT illegal, but if you run it at your home you will have "issues".

* **Exit Relay:** It sounds pretty much Okay, however you should take care and contact your ISP or VPS provider before. Read the Marco Civil da Internet!

* **Exit Relay:** As intermediaries of content, operators don't hold responsibility of the content that goes through the relays. However, this doesn't prevent police from seizing machines as part of an ongoing investigation. The best approach would be to have transparency about the existence of an exit relay and take the appropriate technical safeguards.

These actions take place in the free exercise of rights and freedoms as: privacy, Internet access, information exchange, freedom of expresión and idea manifestation which are contemplated by the 6º Constitutional Article, and the Article 191-XV of the Federal Telecommunications and Broadcasting Law.
