TODO HSS for HS service configuration

There are quite a few parts of the HSS configuration code that have a TODO HSS. Many of them can be found in

  • OnionServiceConfig and tor-hsservice's config.rs more generally
  • ipt_mgr.rs and publish/ have a few

There may be others in the rest of the tree. See also #1089 (closed).
