config "download_*" should probably become download.*

We now have download_schedule and download_tolerance. I think these should be a sub-structure DownloadConfig, or perhaps something with the word "directory" in somehow.

This is part of #458 (closed). Noticed while pursuing "test that example config is exhaustive", part of #457 (closed).
