tor-circmgr tests: panicked at 'Cannot drop a runtime in a context where blocking is not allowed. ...'
While fixing #918 (closed) this happened:

But the tests completed successfully - that is, cargo was happy and the test run (cargo check --locked --offline -p tor-circmgr --all-targets
) exited status 0.
I reran with RUST_BACKTRACE=1
which I had foolishly omitted at first, and the problem didn't recur. So it is probably be a race, too.
I'll put this in icebox since it doesn't seem to cause any actual problem?
