Bump crate versions in preparation for 1.1.1.

Some of our changes (notably !951 (merged) and !937 (merged)) touched every crate, so everybody's version gets bumped this time...

(...except for tor-hsclient and tor-hsservice, which are publish=false, and tor-hscrypto, which is new.)

I've also marked arti-config as publish=false, since we no longer do anything with it.
