Implement most remaining HS cell types

Nick Mathewson requested to merge nickm/arti:more_hs_msgs into main

This covers all the types; it's part of #690 (closed), but I can't close that until ESTABLISH_INTRO is actually doing the right thing with signatures and MACs.
