Proposed rpc protocol edits and tightenings-up

I don't think any of this is going to be very controversial.

We discussed the use of I-JSON on irc. I agree that it's a shame not to support u64 ids as numbers, but we can support them as strings (and that's hardly a big deal since it's all going to be text anyway...)
