tor-llcrypto: Pin x25519-dalek version, bump our crate version

Fixes #807 (closed).

IMO we should make an immediate cargo publish of tor-llcrypto using this branch tip, not main. (Assuming the CI is happy.) That will avoid us having to do a lot of the usual pre-release work.
