Add error if [[bridges.transports]] isn't written in config file

Fixes #880 (closed)

To try it out in action, I recommend specifiying a bridge in the [bridges] section of arti.toml but comment out [[bridges.transports]] entirely, you should see it stopping execution entirely and the error message.
