Add Channel expiry info in ChanMgr docs

I am a bit unsure of including the detail when ChanMgr chooses to kill an unused channel since this seems to be an arbitrary implementation detail that may be changed in the future, but in the interest of getting as much stuff from people's brains down to rustdocs as possible I've included it.
