dev doc: Add keymgr CLI doc sketch.

This is the first draft of the keymgr CLI design.

I've omitted a lot of details which I think ought to be included in the final CLI docs.

This document lists the most important functionality we're going to need from this CLI. Let me know if I missed anything, or if you disagree with this design.
