Triage most TODO HSS items in tor-hsservice

Nick Mathewson requested to merge nickm/arti:hsservice_todos_misc into main

There are some left, but I think it makes sense to checkpoint these for now. I'm feeling restless and I need to make up some hours, so I might add more over the weekend, but I'll do that in a separate branch based on this one.
