fs_mistrust: Provide CheckedDir::make_secure_dir

Ian Jackson requested to merge Diziet/arti:make-secure-dir into main

state_dir wants this, to descend into subdirectories.

I think the implementation could be improved - see the TODO - but I think it's OK for now.
