Usability improvements to arti-bench.sh script

The script had some behaviors I didn't expect, based on my environment. I've tweaked it to work whether or not RUST_LOG is set, and whether or not CHUTNEY_PATH is set.

This branch also has a fix for a shellcheck issue in the existing chutney scripts.
