Disable macos build tests

This will allow us to release despite #1394 (closed), albeit with an admission in the release notes.

If we merge this MR, #1394 (closed) is no longer a release blocker and I'll remove the blocker label.

ETA: #1472 (closed) is a ticket requesting that we arrange for this not to rot in the future.
