CHANGELOG: document changes so far

Ian Jackson requested to merge Diziet/arti:changelog into main

This is up to date as of bc0eea72

There are a large number of xrefs which I have written in a simple ad-hoc syntax, rather than the fiddly ([!...], [#...]) we'll use in the final changelog.

I will update those in bulk later.
