tor-hsservice: Add service-side config for enabling restricted discovery mode

This MR implements the Configuring client authorization (service side) part of doc/dev/notes/client-auth.md. It adds a "restricted discovery" mode of operation for hidden services, which is the equivalent of C Tor's "client authorization" (see CLIENT AUTHORIZATION in tor(1)).
