Switch many scripts to rust-maint-common

Ian Jackson requested to merge Diziet/arti:common into main

There are a mumber of fixes etc. on the way.

Closes #1300 (closed).

After this is merged here, I will use git-subtree to make an MR of the changes for rust-maint-common.
