Move Qty to tor-basic-utils as ByteQty and significantly improve it

Ian Jackson requested to merge Diziet/arti:qty into main

This makes this type suitable for parsing from our TOML config.

It's rather sad that there wasn't already a thing for this in the ecosystem.
