Bump dynasmrt to version 3.0.0 and un-ignore RUSTSEC-2024-0370.

Letting Gabi review this one as she had the related ticket.

I think it's safe to bump the PROLOGUE_SIZE constant from 0x68 to 0x6b, but it could use some more eyes.

Tested with CI and locally on aarch64.
